What is the difference between the political executive and the permanent executive?

The political executive consists of leaders elected by the people, including the Prime Minister, Chief Ministers, and ministers. They stay for five years unless re-elected. Permanent executive includes government officers selected through examinations. They are not removed after elections and work to keep the government running smoothly regardless of which party is in power.
