Neutral substances are substances that are neither acidic nor basic in nature and usually have a pH value of 7. They do not show the typical properties of acids or bases and maintain a balanced concentration of hydrogen ions (H⁺) and hydroxide ions (OH⁻) in a solution.

A common example of a neutral substance is pure water, which has a pH of 7 at room temperature. Other examples include common salt solution (sodium chloride solution) and sugar solution. These substances do not turn blue litmus red or red litmus blue because they are chemically neutral.
